The customer creates a bank certified check without letting the bank know what is is signing. If it doesn’t know what it is signing it can’t recognize it when the check return for payment.
A customer who wants to create anonymous cash must create ‘X’ number of sealed bills, (envelopes). The bank opens up ‘X’-1 of them to check for fraud and then returns the last one to the customer.
Problem: Still Room for fraud!
